High Angle Weapon Batteries
New rapid firing anti-sub-capital weapon batteries are specifically designed to fire at sub-capitals. However their damage will be considerably lower than current XL weapon systems (in the 1 to 2k DPS range on a Sieged Dreadnought). I posted this in another thread but will post it here since it seems you finally put some effort into one of your posts on this topic.
The Problems:
A lot of the problems I see with them currently is that fighters move faster than frigates, have a similar sig radius and yet apply enormous amounts of alpha which is really hard to mitigate. So unless you have a lot of logistics you can not safely fit an MWD onto your ship without risking being instantly deleted. This is very detrimental to small gang sizes especially since we do not feel that it is balanced when a Carrier is able to delete non webbed/painted/scrammed/neuted ships from grid. You want to solo/small gang pvp as a Carrier? Sure, but fit a point/web/neuts like the rest of us or get someone else to do it for you instead of relying on alpha strike.
The solutions:
The two most effective ways we have found to deal with them is by fitting over-sized afterburners and bringing ECM. Both of which are decided not on the battlefield but when docked and choosing upon a fleet composition for that nights roam.
The ECM is taken because fighters have a low sensor strength and are easily jammed, and is the only effective way we have so far found other than killing fighters to lower their dps potential. Many dislike ECM, either because they do not like the RNG nature of it, that it is all or nothing mechanic, or that their space e-bushido prohibits them using it. But one thing is sure, people have despised ECM for years because they feel it is an un-fun mechanic, there were multiple threads just yesterday asking for new mechanics.
The over sized afterburner when paired with snakes and links gives you a smaller sig, better resists and extra speed which are the only ways to mitigate damage from fighters since they use the missile application formula. I personally dislike mechanics which make flying with snakes and links almost mandatory. But we have always flown with snakes and links so it is not a big problem for us, but is bad for those that can not afford link alts/snakes. The kiting meta changed drastically when HIC points were changed, and made oversized AB's very popular, now it is almost mandatory. I am perfectly fine with the meta changing to fit an oversized prop mod to everything, but I do not get the feeling that this was intentional.
Now since a lot of people have a hate-boner for us we get dropped on by Carriers quite often and we do not have the option to counter escalate (We live in Thera, but are on safari to a C2). The before mentioned methods are required for us to even stay on grid when our enemies inevitably escalate with Carriers. Our ability to stay on grid is not determined by our piloting ability while on grid, but in our ability to ensure that we have snakes/links/ECM beforehand. So the experience of manually piloting your ship is less rewarding, which is something a lot of small gang pilots dislike. Especially since now it is binary, either you have ECM and oversized AB and can deal with them, or you get absolutely hazed and cannot even be on the same grid as a Carrier. This lack of on grid counter play is bad game balancing.

Some of the suggestions that I like:
I would be happy for fighters base speed to be lowered so that an AB frigate can scram them and potentially keep up with them. It would also allow them to be scram kited and keep them pinned down by larger ships.
Decrease some of the alpha from missile strike and compensate with more charges so that they have a similar sustained dps. Increase the sig radius application so that their damage decreases unless the target is webbed or tackled.
The NSA is universally considered to give too high a bonus to scan resolution to Carriers, now giving them a native lock time of a cruiser. Couple this with decreasing lock times on fighters.
I do not feel that any of these suggestions would be extremely detrimental to the use of large scale carrier fights, but would definitely ease
TLDR: I am happy that you big nullsec boys are enjoying your new toys. But please try looking at game balance in the eyes of small groups and understand why these changes are detrimental to our play style.
